Solving Cases w/ Data Analytics
This seminar describes several common investigative problems that are ideal for big data and custom analytic approaches. These solutions generally involve (A) finding data bases which each contain pieces of relevant information, and (B) linking them in new ways to find high probability leads. Ideas are developed in the context of fugitive investigations and homicides but translate well into other topical areas.
The course primarily uses STATA, although the ideas translate easily into other packages such as SAS, SPSS, R, or Python.
Visual Analytics & Dashboarding
Why engage in visual analytics? This system of analysis recognizes the power of visualization for pattern recognition, communication, and data exploration. This seminar explains when this strategy is ideal, how to build products, and how to use them well for law enforcement settings.
The course focuses on Tableau, although tools such as Power BI, R, and Python are discussed. Adding a workshopping session is ideal for those who are already building dashboards but are running into problems or want to explore changes.

Analytic Data Architecture

Design and execute plan to create analytic data architecture, growing from 0 to 22,000 files, 15 terabytes of data, and a persistent and automated ingestion of new data prepped for analytic or research applications.
Building Analytic Teams
- Assist in development of Business Intelligence Team innovation a team of statisticians, policy experts, and business engineers to find and solve problems for field operations as well as management. Assisted in building pilot program and taking it to scale.
Enforcement Operations Strategy

Assist in development of a strategy and technology to identify optimal locations for police surge operations, as well as strategies to follow (i.e., Problem Oriented Policing & Focused Deterrence).

Resource Allocation Models

Design model to allocate resources to 94 districts across 450 offices to optimize actual and perceived fairness of underlying logic. Unlike the prior system, the new approach draws on data sources which are recipients cannot alter, and metrics which are transparent, face valid, tied directly to pending workload, and adjust for team performance.

System has been adopted and applied for more than a decade to capital expenditures, Joint Law Enforcement Operations funding, staffing allocations, and hundreds of surge operations.

Visual analytic dashboard tracking geography, value, and content of more than 50,000 grants representing $36 billion in grants, training, and services by the Office of Justice Programs, U.S. Department of Justice. The tool facilitates planning, communication, and identification of gaps as well as overlapping grants between OJP agencies which may interfere with one another (e.g., NIJ and OJJDP running two randomized trials in the same city).
