Examples
Solving Cases w/ Data Analytics
This seminar describes several common investigative problems that are ideal for big data and custom analytic approaches. These solutions generally involve (A) finding data bases which each contain pieces of relevant information, and (B) linking them in new ways to find high probability leads. Ideas are developed in the context of fugitive investigations and homicides but translate well into other topical areas.
The course primarily uses STATA, although the ideas translate easily into other packages such as SAS, SPSS, R, or Python.
Visual Analytics & Dashboarding
Why engage in visual analytics? This system of analysis recognizes the power of visualization for pattern recognition, communication, and data exploration. This seminar explains when this strategy is ideal, how to build products, and how to use them well for law enforcement settings.
The course focuses on Tableau, although tools such as Power BI, R, and Python are discussed. Adding a workshopping session is ideal for those who are already building dashboards but are running into problems or want to explore changes.

In general, this course is redesigned to match a specific goal or set of problems an agency is wrestling with. We start by discussing those goals, then select prior examples of my work to use as a template for teaching and workshopping solutions.

Analytic Data Architecture

Develop and implement a strategy to establish an analytic data architecture -- expanding from zero to 22,000 files and 15 terabytes of data in test and prod environments. With a continuous and automated process for ingesting new data, architecture ensured team and data are always ready for analysis & research.
Building Analytic Teams
- Support the creation of an innovative Business Intelligence Team comprising statisticians, policy experts, and business engineers to address challenges in field operations and management -- to include forecasting, performance measurement, evaluation, allocation, and operational projects.
Enforcement Operations Strategy

Assist in developing method and technology to identify optimal locations for police surge operations, as well as strategies to guide operations (Problem Oriented Policing & Focused Deterrence).
Investigation Systems & Tools (USMS)

Develop scalable solutions for complex and previously intractable investigations. These involve finding and using data in new ways, creating probabilistic strategies to extract new leads from big data, and applications of social science paradigms to derive behavioral predictions and interpretations.

Design and implement models to allocate resources between competing offices and programs in order to optimize return on investment, perceived fairness, and meet legal obligations. Examples include annual funding, capital improvement, vehicle distributions, & staffing allocations.

This tool has served as the foundation of more than 3,000 distinct law enforcement operations The tool has saved several million dollars each year while substantially increasing the amount and quality of fugitive investigation production by police departments across the nation.

A dashboard displaying heat map of active arrest warrants for individuals born outside of the United States (crime location and nation of origin) alongside heat tables of counts by crime type, victim type, weapon type, gang affiliation, and alerts. Filters for crime, geography, date, jurisdiction, weapons, alerts, and similar factors allow dynamic interaction with data to facilitate intelligence generation, resource allocation, collaboration with international partners, and generation of target decks for operations.

Missing Child Unit Dashboard

A dashboard displaying county-level heat map of active 'missing child' reports, as well as heat tables of case and victim attributes such as age, sex, relationship to offender (if abducted/known offender), 'critically endangered ' signals (suicide, pregnant, mental health problem, sexual predator involved). Myriad filters regarding victim, situation, geography, and case allow dynamic exploration of data to detect patterns, design operations, and generate target decks for operations.

This tool has served as the foundation of myriad operations and recoveries of endangered missing youth, and was associated with a doubling of children served from the quarter before to the quarter after it was launched.

Performance & Production Dashboard

A dashboard displaying performance and production metrics across federal districts. Visuals include heat maps, line charts (production and forecasts of workload), along with heat-charts describing offender, case, and investigation details.

A significant contribution of the tools was the creation and display of signals for case error or leads (e.g., active case for offender found in the Death Master File) which could then be exported to excel for follow up. In piloting this feature, 1,009 of 1,010 signaled cases were closed within hours of lead assessment.
Funding Intelligence Tool
(FIT)

Visual analytic dashboard tracking geography, value, and content of more than 50,000 grants representing $36 billion in funding, training, and services provided by the Office of Justice Programs, U.S. Department of Justice. The tool facilitates planning, communication, and identification of gaps as well as overlapping grants between OJP agencies which may interfere with one another (e.g., NIJ and OJJDP running two randomized trials in the same city).
